The Chief of Department, or his designee in the Fire Department Operations Center (FDOC), in consultation with the Fire Commissioner has the authority to issue a recall order. A test of the Recall Procedures will be performed periodically. Recall may be total (citywide) or partial (confined to one or more divisions or boroughs). It may affect all units or selected units (e.g., engine companies only). The time frame may run from continuous duty to specific tours or hours.

Members temporarily detailed to other units which are affected by the transmission of a recall unit, shall report to such detailed units unless otherwise directed. This is to ensure that members have access to their personal protective equipment (PPE).
