Who has the authority to issue a recall order?

The Chief of Department, or his designee in the Fire Department Operations Center (FDOC), in consultation with the Fire Commissioner has the authority to issue a recall order. A test of the Recall Procedures will be performed periodically. Recall may be total (citywide) or partial (confined to one or more divisions or boroughs). It may affect all units or selected units (e.g., engine companies only). The time frame may run from continuous duty to specific tours or hours.

If the Automated Recall System is activated, the first message you will hear will be:
♦ “This is an important message from the New York City Fire Department, press “1” to hear this message.”
♦ After you press the number “1” on your phone, you will hear a message in a computer-generated voice. This message will contain instructions for the member and may contain a callback number. Listen to the whole message, at the end of the message, you will be asked if you would like to have the message repeated. It will instruct you to press “9” for yes or press “6” for no.

Members who are subject to the recall order should report immediately to their assigned units unless otherwise instructed in the recall message. Members temporarily detailed to other units which are affected by the transmission of a recall unit, shall report to such detailed units unless otherwise directed. This is to ensure that members have access to their personal protective equipment (PPE).
Recalled members reporting for duty and finding their unit is not in quarters shall contact their battalion. If their __________ is not available, the member shall contact their ________ for further instructions.
