Benchmarks serve three purposes:
“The bench uses the CCP”
Let command know activity has been COMPLETED (move items up on the list).
Lend an air of CLOSURE (time announcements/legal).
Designed to give command a better understanding of PROGRESS.

Brief and specific
Benchmarks should be:
Brief.
Uniform.
Used all the time and by virtually all sectors.

Under control
only one COMMAND needs to give
Under control indicates 2 things:
Fire is under control or major portion of incident is over.
Need for add’l equipment/mutual aid no longer exists or has been substantially diminished.
Attack benchmarks
Water on fire.
Fire is knocked down (main body of fire)
Normal progression is for attack to go from:
Attack to extension to overhaul OR
have command REASSIGN attack to be overhaul (or extension)
We time or track the five major benchmarks: (WUVAB)
Water on fire. Under control. Ventilation commenced. All clear. Backup line in place.
After all clear given, command can: (3)
Assign search to start secondary.
Reassign search to another sector.
Bring crew out of structure.
Benchmark indicating primary search has been conducted and that all savable victims have been removed
All clear.
can have several DOAs and still all clear
All clear means:
Search sector was assigned and they have entered the structure and completed a PRIMARY.
Occupant or police saying that everyone is out of the structure means:
Nothing, absolutely nothing
Benchmarks:
Extension.
Overhaul.
Salvage.
“Extension areas checked” above, around and below. Attack handles fire.
“Overhaul complete” area of origin determined and last VESTIGES of fire extinguished (prior to removing line, after officers last walk).
“Salvage complete” (property protected, not water stopped dripping/tarps removed).
Benchmarks:
Backup.
Ventilation.
Exposure.
“Backup line in place” pulled, stretched and charged (not while being positioned).
“Ventilation commenced” natural, mechanical commenced or adequate hole opened in roof.
“Exposures covered” lines placed and in operation. Exposure can then enter exposed bldg (should be relayed to command)
Benchmarks for RIT
“Crew located” - lost or trapped crew found, says nothing about condition.
“Crew outside” - crew has been taken outside
