Royal Charter?
This initially established the BBC and is its constitutional basis. Until 2016 it was reviewed before renewal, every 10 years, by the government. Since 2016 it is every 11 years. The Charter sets out the public purpose of the BBC, grantees its independence and outlines the duties of the BBC Trust.
