All eligible candidates refusing to take the exam sign a NAVPERS 1070/613 advising them of their exclusion from advancement for that cycle and must be witnessed by CO/OIC or designated representative
What is the ESO responsible for under the CO?
Handling, accountability, and stowage of printed exams
Access to ESRs in order liaise for the command to NETPDC for corrections
Act as liaison between the command and any external ESOs who administer the exam on behalf of the command for successful advancement cycle completion
What entity publishes the NWAE bibliography?
Navy Advancement Center (NAC)
What is the most important advancement eligibility requirement?
CO/OIC recommendation
Can advancement be withheld for lack of observation?

What are the time in rate requirements for each pay grade?
Promotion to E-2 through E-3: 9 months
Promotion to E-4: 6 months

When must a HYT waiver be approved for a E-4 through E-6 candidate be eligible?
Prior to first day of the examination month. Otherwise the HYT date must exceed the terminal eligibility date.
For E-7 through E-9 candidates when must HYT waivers be approved by for the candidate to be considered eligible?
Prior to the board convening date. Otherwise HYT date must be on or after the first day of advancement cycle (1 September for E-7, 1 July for E-8/E-9)
