A

  3. Billets within rate and lower pay band.
  4. NEC requirements and outside above alignment process (case-by-case)
  5. Any exception must be approved by Manning Control Authority’s executive agents.

A

When a billet does not have a Sailor aligned or a PL is in an orders negotiation window (current month through projected 12 month in the future).
