First significant developments took place during the time of empire- European countries colonised Buddhist countries which sparked a new interest in Buddhism
The adaptations of the vinaya rules?
Created to represent the middle way at a certain time and place
Vinaya rules are impractical for Buddhist communities in the west e.g rules against carrying money work in a Buddhist country where the laity recognise and support Buddhist monks and adaptations can be made for them. However for a Buddhist monk in Britain transport officials would not “let you off” the charge because you are a monk
