refer to laws and rules which deal with pollution control and the regulation of activities which could affect the environment

EIA, as a national instrument, shall be undertaken for proposed activities that are likely to have a significant adverse impact on the environment and are subject to a decision of a competent national authority

Real Purpose of EIA
- to guide the proponent before starting construction to avoid adverse impact to the envi
- Guide the gov’t as to WON they grant the project
EIS System Primary Concern
Assessing the direct and indirect impacts of a project on the biophysical and human environment
Ensures that appropriate envi protection and enhancement measures address these impacts

Process of predicting the likely envi. consequence of implementing a project
AND
Desigining appropriate preventive, mitigating and enhancement measures
ECP
Environmentally Critical Projects
Projects that have a significant envi. consequence. Likely to have significant adverse impact that may be sensitive, irreversible and diverse.
EIS must be submitted to EMB-Manila
ECA
Environmentally Critical Areas
Projects have adverse impact that are less than ECP
Effect if project is not an ECP but in an ECA
An IEE (Initial Environmental Examination) is required to be submitted to the EMB-DENR regional office.
