Giant 1 Want - Family allowance act 1945
started to operate 1946, the allowance of 5s for each child after the first went to all families recieving benefits, due to a campaign by MP Eleanor Rathbone a provision was added which gave the Wife control over the family allowance because men squandered their weekly wage on beer, cigarettes and gambling. however was a small ammount expensive to finance total cost being £59 million in 1947 + families with 1 child recieved no assistance.
WANT - Industrial injuries act 1946
if a worker became ill or injured due to working conditions it was now a matter for state paid compensation.anyone injured e titled to £2.26 for himself, 80p for wife and 37.5p for first child. All workers and employers paid contributions could last for 6 monthsif injury lasted longer they would be entitled for pension. act ensured worker would not fall into poverty whilst unable to work. However, contributions made by employee sometimes caused poverty.
WANT - The National Insurance 1946
was compulsory to all adults. each paid 4s & 11p weekly. single man gained 26s, married 42s, it covered sickness and unemployment benefits, widow & guardian benefits, old age pensions, orphans pensions and death grant. Ministry of NI set up 400,000 civil servants to keep all records up to date for Britain’s 25m workers. now every worker was covered for a variety of different issues that arose during ones life. However, weekly contributions of 5% average earnings thus causing poverty. act did not cover those not in work.
GIANT 2 DISEASE - NHS Act 1948
based on 3 aims universal access, comprehensive and free at point of use. Aneurin Bevan got service started on time. GPs were to be paid 15s for every patient on their list, doctors were also allowed to have private patients. when NHS started 90% doctors joined. helped deal with problems of disease as was paid for by taxation and NI payments. However, was expensive, NI only provided 9% of cost. J A Kerr says- cost of NHS rose from £134 million to £356 million in 1950. Government realised that they had to bring in charges for prescriptions, dental care, and spectacles + the plans to build new hospitals had to be delayed.
SQUALOR - new towns act 1946
gave government power of where to build new towns. these would provide good quality houses in a pleasant environment- less polution, the local communities in these new towns would have schools, shops and leisure facilities for children and adults. however, some still complained about distance to city centres.
SQUALOR - town and country planning act 1947
gave local authorities power to buy land to build low cost houses, could build houses for council to rent and get 75% of the cost back from government. Local authorities could also build far more houses allowing more tenants the chance of rental and leaving the squalid conditions behind -by 1951 around 700,000 houses had been built however, even after this act had passed overcrowding was still an issue, shortage of 750,000 houses. due to men coming back from the war - married looking for homes, poor housing and homelessness remained as problems.
GIANT 3 SQUALOR- governments promise
aimed to build 200,000 houses a year although there was a shortage of building supplies despite this they built 55,400 houses by 1946 and by 1948 they had surpassed their target building over 280,000. provided better quality houses - were 2 stories However some complained about being too far away from work, friends and amenities like pubs cinemas etc.
