Charles Booth East end of London 35% lived in poverty was 10% higher than socialists. Seebohm Rowntree - 30% York in extreme poverty they set a poverty line 7shillings a week.
Concerns over Poverty K
primary poverty- family didn’t have enough for basic necesities, secondary- drinking and gambling (caused). 1/3 of Britains population was below poverty line.

social surveys were crucial in the eventual passing of the Liberal reforms, they highlighted the extent of poverty in Britain.
Municipal Socialism - K
Liberals used local taxation to pay for public services like libaries, transport, parks, water, sewage, schools and gas.reforms initiated by Joseph Chamberlain 1873-1875. wanted to install gas and water supplies, clear slums and introduce city park system.

Due to concerns of war the government created an Interdepartmental committee on physical deterioration. Suggested due to the poor health of adult male diet and poor housing conditions had to be improved. due to this school children got inspected and were given free school meals. These children would be the right age if there was a war with Germany
Fears over national security K
Poor health was very common many of the men willing to recruit were too unhealthy to be accepted into the army. Almost 25% of the volunteers were rejected. the figure was higher in industrial cities. The minimum height requirements for signing up had to be dropped from 5’6 to 5’2.

Germany was arming itself and there was fear that a war may come soon thus showing how FONS was important in the passing of the reforms.

the fact that many of the great reforms included the old age pensions act in 1908, this act obviously would not have helped win a war, which suggests that NS was not the only consideration.
