5 Stages of an Active Shooter
1- Fantasy; fantasize about the headlines, etc.
2- Planning; determining logistics - who, what, when, where, and how?
3- Preparation; known to call friends to warn not to attend certain day.
4- Approach; most dangerous when closest to planned event; moving toward intended target.
5- Implementation; officers need to immediately proceed to suspect and stop threat.
Most dangerous aspect during active shooter for LEO
Approach and arrival on the scene.
Traditional LEO response to Active Shooter
Establish perimeter and wait for specialized unit
Non-traditional LEO response to Active Shooter
Enter structure upon arrival, even as single officer
Stereotype: Bookkeeping
Slowly adjust stereotype to fit new information.
Stereotype: Conversion
Old stereotype thrown away; used when there is significant contradictory evidence.
Stereotype: Subtyping
New stereotype created as a sub-classification; ex: female officers are subtype of officer.
Where is Vulnerable Adult Protection Act Found in SC Code of Laws?
Title 43, Chapter 35
Physical Abuse of a vulnerable adult
Intentionally inflicting or allowing to be inflicted physical injury, by an act or failure to act.
Vulnerable Adult
a) 18 years old or older.
b) Physical or mental condition.
c) SUBSTANTIALLY impairs ability to adequately provide own care or protection.
Vulnerable Adults Investigations Unit with SLED; call when
Incident occurs in facilities operated or contracted by Dept. of Mental Health (DMH) or Dept. of Disabilities and Special Needs (DDSN).
Long Term Care Ombudsman Program; call when
Incident occurs in facilities NOT contracted or Operated by Dept. of Mental Health (DMH) or Dept. of Disabilities and Special Needs (DDSN).
Adult Protective Services Program; call when
Incident occurs in any setting OTHER than a facility (home, store, etc.)
Possession With Intent to Distribute (PWID) elements.
1) person had possession of drugs.
2) 2) person had intent to distribute.
Identification Characteristics of evidence
Can be positively identified w/ an individual or source. (DNA, prints, firearms, tool marks, etc.)
Class Characteristics of evidence
Possibility of more than one source of questioned material. (fibers, glass, hair, impression evidence, soil).
Impression Evidence
Objects/materials that have retained characteristics of other objects/materials through physical contact.
Basic Principles of Crime Scene Documentation/Evidence Collection
1) Make sure you’re there lawfully
2) Secure the scene
3) Gather info, detailed notes
4) Photo scene, as was on arrival
5) Draw sketch, items of note (not always done)
6) Collect any evidence
