In the depression distal and inferior to the base of the 5th metatarsal bone, where the skin changes texture. (Alternative location: In the depression proximal and inferior to the base etc.)
Yuan Source Point therefore receives a vessel from KI-4.
Takes Qi down if using the alternative location.

Anterior and inferior to BL-62, in a depression posterior to the tuberosity of the fifth metatarsal bone, approximately on a line joining BL-62 and BL-64
Xi Cleft Point therefore regulates Qi and Blood in the Bladder meridian.
