WHY WAS BIOWARFARE SO APPEALING?

A

They could have the upper hand in battle by trying to take others out with smallpox and not having it traced back to them because it can never be sure who affected people so that they could get away with it. It was also nearly impossible to prove that it was intentional and/or who did it.
