FLIGHT AUTHORIZATION

  • SHALL BE AUTHORIZED AS PRESCRIBED HEREIN
  • Form CF 773, Daily Flying Log and Flight Authorization, form CF/K1017, Flight Authorization and Record of Flight, MMA, Mission Management Application (electronic equivalent) or forms approved by Commander 1 Cdn Air Div, shall be used by all flying units for the formal authorization and recording of the details of all flights authorized by the unit

CO OR DELEGATE

A
  1. Prior to each flight or mission, the commanding officer (CO) or an officer designated by the CO in writing shall ensure that form CF 773, MMA or CF/K1017 or other authorizing document is appropriately prepared with the proposed flight details. The authorizing officer shall sign the document or use suitable electronic means, signifying that the flight or mission is in the direct interest of DND business and is authorized only to:
    a. perform strategic, tactical and combat operations as formally trained;
    b. train aircraft personnel in accordance with approved TS/TP course syllabi;
    c. allow aircrew to accomplish flying requirements as determined by regulations;
    d. evaluate aircraft performance;
    e. meet national health safety or defence interests;
    f. save human life; and

g. perform other official missions as directed in writing by higher authority
The authorizing officer shall also ensure that:

a. a flight is authorized in accordance with applicable orders and regulations;

b. the aircraft crew are qualified and competent to accomplish the assigned duty; and
c. the aircraft crew are properly briefed and understand the assigned duty.

FLIGHT ACKNOWLEDGEMENT

A

Prior to departure, the aircraft commander shall:

a. ensure that the names, identification and reason for being on board of all occupants of the aircraft are recorded on the flight authorization document, manifest or flight plan. This includes all UAS crewmembers employed in the GCS;
b. acknowledge on the authorizing document, by initials or suitable electronic means, that the assigned duties are fully understood and that the flight details and requirements specified in the flight authorization will not be deviated from, unless necessitated by an emergency or in order to comply with air regulations; and,
c. sign the appropriate section of the Maintenance Record Set (MRS) signifying that the state of the aircraft for the intended flight is satisfactory.

NOTE

UAS encompass a broad spectrum of types, size and capabilities. For UAS operations, the appropriate TAA/OAA will determine which of the above requirements will be met.

  1. On termination of the flight, the aircraft commander shall complete the form CF 773, MMA, CF/K1017 or other 1 Cdn Air Div approved form.

FLIGHT PLAN

A

An appropriate flight plan shall be filed for each flight with the exception of:

a. VFR flights conducted within a 25 mile radius of the aerodrome of departure, or within the designated local flying area, that will land only at the aerodrome of departure or such other landing areas as prescribed in local Flying Orders;
b. formation flights for which the formation leader has filed a flight plan;
c. operational flights or practice operational flights under close control. Such flights must first be co ordinated with the appropriate ATC agency by the wing or squadron;

d. flights to or from locations where communication facilities are inadequate for filing a flight plan and/or an arrival report within one hour after landing. A flight itinerary for such flights should be submitted to an ATC agency. A flight itinerary may be filed with a responsible person in cases where communication facilities are inadequate for communicating with ATC facilities; and, UAS flights not requiring ATC flight planning services or clearances
- Flight plans and flight itineraries shall be completed and submitted in accordance with procedures outlined in appropriate FLIPS and must be specifically closed with an appropriate ATC agency.

FDR/CVR EQUIPMENT

the following regulation shall be adhered to, unless the Airworthiness Review Board has specifically waived the requirement, or the Commander 1 Cdn Air Div has authorized a flight under the provision of 1 Cdn Air Div Order s Vol 3 Art 3-304. No CF-registered aircraft shall be operated unless it is equipped with a FDR and a CVR that meet the technical requirements specified in the applicable chapter of the A-GA-135-001/AA-001, Flight Safety for the Canadian Forces and the Airworthiness Design Standards Manual (ADSM) and are operated in accordance with 1 Cdn Air Div Orders

SPEED LIMITS

  • at controlled aerodromes - aircraft shall not be flown at more than 200 knots below 3000 feet AGL within 10 NM of a controlled airport unless otherwise authorized in an ATC clearance.
  • below 10000 feet - maximum 250 knots outside of military controlled airspace and outside of published military low flying training areas or routes, unless AOI or operational requirements dictate otherwise
