A report written by William beveridge in 1942 who identified the problems with England and wanted to show how to fix it
What did the beveridge report do
Aimed at banishing the 5 giant evils.

- Ignorance ~ education
- Disease ~ science research, hospital
- Squalor ~ cleanliness

Limited commitment as they opposes the implementation of the report as they believe that the state should not intervene.
