The functional group (eg NH2) is an electron donor so it gives electrons to the pi ring, which makes the ring more reactive. This makes any subsequent attacks on the benzene to be directed to the 2,4 positions.

Why would a certain functional group be 3-directing
A
The functional group (eg NO2) is an electron acceptor which means it would take electrons from the pi ring in the benzene, causing the ring to be less reactive. This causes any subsequent attacks to be at the 3 position.
