No, Architect is not responsible for owners changes without Architects approval.
Doe Architect assist owner in their responsibility for filing documents required for approval by governmental authority?
Yes, Architect may assist.
Does the Architect prepare a preliminary evaluation of the owners program, schedule, budget for the cost of the work, project site, and the proposed procurement or delivery method?
Yes, the Architect prepares it and shall notify the owner if any inconsistencies discovered in the information.
During what design phase does the Architect present to the owner a preliminary evaluation?
Schematic Design Phase
What does the Schematic Design Documents consist of?
Drawings, site plan, building plans, sections, elevations, and can include study models, perspective sketches, digital modeling. Preliminary selections of major building systems and construction materials shall be noted on the drawings.
Should the Architect consider the value of alternative materials, building systems, and equipment?
Yes.
When does the Architect submit to the Owner an estimate of the cost of the work?
During Schematic Design Phase.
