1814 two solicitors (Fredrick Garling and Moore) arrived in NSW. English law to be followed as far as possible -> where new ordinances or laws were needed they had to be consistent with English laws
HOWEVER, many settlers discontented and questioned whether laws were valid claiming he was exceeding his auhtority i.e. 1816 his law against trespassing on government land meant three trespassers (all free settlers) were flogged

1814 Native Institution in Parramatta for the education of aboriginal children -> aboriginal children enrolled in school (sometimes by force) and taught/raised on European education and culture -> children were treated well but the force and socialisation was deliberate attempt to limit the future of aboriginal culture
Open conflict broke out between aboriginals and Macquarie’s administration in 1814 (for two years) -> Macquarie towns at the expense of the local aboriginals guerilla warfare against the settlers -> Macquarue sanctioned attacks in retaliation and in 1816 killed 14 aboriginals
HOWEVER, did return Broken Bay and Georges Head back to aboriginal control
