No - they are neutral overall. Because they have the same number of protons and electrons.

What happens if a proton or electron is added or removed from an atom?
The atom becomes charged. It is now called an ion.
What is an ion?
An atom that had gained or lost an electron so its overall charge is no longer neutral.
What is an element?
A type of atom.
What decides element that an atom will be?
The number of protons in the atom e.g. the element hydrogen contains only 1 proton in its nucleus.
Which element contains 2 protons in its nucleus?
Helium
