Why must and appreciation be conducted before initial actions undertaken?
To dictate how why and what form the initial action should take.
Reconnaissance should be conducted to the bush who was present at the scene
What three conditions will the physical condition of the victim fall in?
- Alive and uninjured
- Alive but injured
- shows no sign of life
What steps are taken for a victim alive but injured?
Call an ambulance
Consider resuscitation if appropriate
If they have to be moved note body position and record any previous movement
If taken to hospital record details of ambulance crew
I detective should accompany the victim.
What steps should be taken at the hospital?
Obtain medical opinion of the victim Seize victims clothing Establish victims identity Obtain pre-transfusion blood sample Seize bandages used to cover gunshot wounds and record position Use GSR kit Note and photograph any injuries DNA swabs of skin where relevant Obtain details of all persons who visit or contact the victim Conduct scoping interview with victim
What circumstances show the reliability of a dying statement?
In section 16 of the evidence act 2006 consider:
The nature of the statement
The contents of the statement
Circumstances relating to the making of the statement
Circumstances relating to the veracity of the person and
Circumstances relating to the accuracy of the observations of the person.
Victim shows no signs of life
Police employees must preserve life never assume the person is dead unless no other conclusion is possible.
Victim should not be moved any more than necessary to establish whether they are alive.
If moved record their original position by photograph and/or video. Do a sketch and describe.
What steps are necessary when you discover a body?
Consider calling an ambulance and resuscitating if appropriate.
Record original position and previous movements if necessary
Remain with the body until relieved
Arrange doctor for life extinct unless death is obvious
Treat the body as a scene (do not move unnecessarily)
Leave any medical connecting tubes needles etc in situ
Conduct scoping interviews with medical staff
Ascertain if the victim spoke before death and record what was said
Record body position lividity obvious injuries and clothing.
Record all observations
Record all exhibits
Sketch a plan
Provide all information to the OCI
What initial action is required to preserve the scene?
Carry out an initial assessment Consider warrantless powers to deal with evidence Establish the crime scene itself Consider a CAP Consider related crime scenes What is happening at the scene? Who is there? Note and record observations. Set up HQ, safe arrival/assembly points Provide sit rep/SFP to Comms
What steps are taken to secure a scene?
Where necessary secure pursuant to section 116 of the S and S act 2012.
Remove all persons within the scene
Set up cordons
Arrange and brief scene guards
Arrange crime scene logs
Prevent unauthorised persons from entering or leaving the scene.
Prevent any further loss or damage to evidence.
How do you preserve the scene?
Consider the best path into the scene.
Record any movements/action taken at the scene.
Preserve what is there and leave it in situ. And sure nothing is touched or moved.
If no immediate risk to life consider using stepping plates.
Be prepared to take immediate action to preserve and/or record evidence that may change if nothing is done.
Consider if initial photographs of the scene and persons present are necessary.
What should you record on initial action when preserving a scene?
Establish and maintain a crime scene log of movements, names, times and reasons for entry and exit to the scene.
Observe and record full notes of details of the scene particularly the location of the victim.
Complete a sketch of the scene.
Photograph the scene and consider video.
Identify anything which is moved, note original position, and where moved to.
Make an accurate record of these facts and report them to the OCI.
What is the purpose of a scene guard and scene log?
To ensure the following: No and authorised entry Integrity of evidence Intelligence opportunities are maximised Contamination issues are managed
What is a benefit of using a crime scene log?
Reduced pedestrian traffic
This helps protect integrity of the scene.
What are the scene guard duties?
Secure the scene Record details Control movements Record movements Brief others Avoid disturbance Protect the scene Remain on duty until relieved Brief replacement Respect security Demonstrate courtesy Inform others
Managing the media.
Keep them away from the immediate cordon.
Don’t make any comment.
Consult the OCI on arrival, explain what happened, identify the media and where they are located.
