Q. Write an introduction for the topic “ ABP” .

A

Ans : Aspirational Block Programme ( ABP) is aimed at improving performance of blocks lagging on various development parameters.
- First announced in the union budget 2022-23 and has been mentioned in Union Budget 2023-24.
- Based on the model of Aspirational District Programme (ADP) that was launched in 2018 and covers 112 districts across the country .

Q. What are some key features of the ABP ?

A

Ans : 1. Coverage : Launched for covering 500 blocks across 31 states and UTs.
2. Aim : Saturation of essential government services across multiple domains such as health, nutrition, education, agriculture, financial inclusion etc.
3. Key indicators : Govt has identified 15 key socio-economic indicators (KSIs) under such multiple domains.
- States can include additional state specific KSIs to address local challenges .
4. Periodic rankings : KSIs will be tracked on a real-time basis and periodic ranking will be released to foster a healthy and dynamic competition among blocks .
5. Focus of the programme : On improving governance to enhance the quality of life of citizens by converging existing schemes, defining outcomes, and monitoring them on a constant basis.

Q. Why focus on block development ?

A

Ans : Block based development was introduced in 1952 under the community development programme. Since, then they have assumed importance because they enable -
1. Inclusive development : proportionate share of development reaches the marginalised and vulnerable sections .
2. Locally adaptable planning : “one-size-fits-all” approach is not applied.
3. Grassroot participation : Brings the decision making process closer to the grass roots.
4. Convergence of the achievement of Target : fulfillment of critical targets under SDGs.
