congressional oversight
Congresses ability to oversee, investigate and exert power over agencies.
Delegate role of representation
The idea that representatives are instructed by and mirror the preferences of their constituents.
trustee role of representation
The idea that representatives use their best judgment to make policy in the interest of the people.
Closed Primary
Only registered Democrats could vote in the Democratic primary and only registered Republicans can vote in the Republican party. (it’s not open to anyone who wants to vote in the primary). The candidates may only going to cater to the interests of ppl in their party or to people at the extremes of their party. Ignores moderate candidates.
open primary
allows ppl who are either not affiliated with the party or ppl who are affiliated with the party to vote in your primary. Encourages moderate people to vote.
Frontloading
the recent tendency of states to hold primaries early in the calendar in order to capitalize on media attention
veto
block the legislation from becoming law
executive agreement
agreement with a foreign country. It’s like a treaty but doesn’t need senate approval. Congress has to pay if they’re some kind of financing involved.
executive order
empowers the president as chief executive to make a decree (do this do that; doesn’t require congressional approval. Implements laws through the federal bureaucracy)
party discipline
the tendency for members of a legislative party to vote as a bloc
lame-duck period
Period of time in which an officeholder’s term is coming to an end. President’s power is perceived as being diminished and Congress is less responsive to the president.
Bureaucracy
an organization characterized by hierarchal structure, worker specialization, explicit rules, and advancement by merit
bureaucratic discretion
bureaucrats’ use of their own judgement in interpreting and carrying out the laws of Congress
iron triangle
a longstanding, mutually-beneficial relationship between an interest group, congressional committee, and bureaucratic agency devoted to similar issues; for example, the American Association of Retired Persons, the Congressional Subcommittee on Aging, and the Social Security Administration all work closely on issues related to seniors; describes how various parties may influence each other and what they may do for one another.
issue network
a group of individuals, public officials, and interest groups that form around a particular issue, usually a proposed public policy that they wish to support or defeat; more informal than interest groups. Interest groups can be part of an issue network.
