Fair Housing Amendments Act of 1988
to prohibit discrimination on the basis of familial status (people living with, or expected to be living with, children under 18), and mental or physical handicap.
Blockbusting
is inducing or attempting to induce, for profit, owners of housing to sell or rent by representing that people of a certain race, color, or other status are or may be entering into the neighborhood.
Steering
is restricting or attempting to restrict the choices of a person by word or conduct in connection with seeking, negotiating for, buying, or renting a dwelling to perpetuate segregated housing patterns or to discourage or obstruct choices in a community, neighborhood, or development.
Steering includes channeling home seekers to particular areas because of the presence or absence of minority neighbors. It is directing them to or from an area to either maintain the homogeneity of the area or change the character of an area.
redline
It is also illegal for a lender to redline an area, that is, base any of these noted adverse actions on the racial or ethnic composition of the area.
A commercial facility
is defined as a private facility intended for nonresidential use whose operations effect commerce. This includes places of employment, such as a manufacturing facility or corporate office.
