A

Partys were divided and constitution was split meaning it was hard to pass legislation. Constitution was based on separation of powers making it hard to gain support in congress.
The fierce resentment in the south made it hard to agree on a policy for reconstruction.

They accepted basic rights of freed slaves such as right to marry and right to own property. But there were harsh limitations, many states imposed segregation and prohibited interracial marriage blacks were not allowed to testify against white also faced difficulties getting out of slavery
