What is AMS?
A hybrid electoral system comprising elements of FPTP + Proportional Representation in the form of a Regional (closed) list
how does it work?
-the voter is able to vote for their preferred candidate from the constituency + then one for their preferred party in a multi-member constiuency.
Where is it used?
-Scottish Parliament
-Welsh Assembly
-London Assembly
Strengths of AMS
-Combines the best features of FPTP + PR- ensuring the benefits of local constituency representation + fair/proportional overall outcomes e.g. 2021 Scottish Parl Election, SNP’s 44% vote share won them 49% of seats
-Increases voter choice as theyre able to pick both their preferred candidate from the party + constituency.
-System is easy to understand
Weaknesses of AMS
-Parties can choose the hierarchal order of candidates on regional votes
-Large parties can be over-represented
-Less likely to result in proportional outcomes if the ratio of additional members: FPTP constituency members is low e.g. Welsh Assembly compromises 33% of additional members: 67% of single constituency FPTP members
-Coalitions are more likely with the AMS system.
