Why was Henry keen on war with France?
He believed his claim to the French throne was blessed by God. Remember that Henry was inspired by the successes of Agincourt.

He was concerned they wouldn’t fight against their own countrymen. The rebels put up little resistance in the end.

Why did Henry cancel the amicable grant?
He realised that it wasn’t possible to raise such funds from the people with the overhanging threat of rebellion.
