- Trial by jury, equality before the law, less corporal punishment
- Church and military courts remained the same
Local Government

- Zemstvas, found in countryside
- In control of primary education and medical services
- Controlled by nobility
- Number of primary/secondary/uni students increased
Army
1874
- Convicts no longer allowed
- Length of service cut by 10 yrs
- All classes now had to serve
- Military staff reorganized
Economic Policy
Created a unified treasury
- Budget was established
- 1/3 of Russia’s profit used to pay off debt
- Industrial output raised anually by 4.5 or 5%
