Could a state have more Senators than members of the House of Representatives?

A

Yes, the senate guarantees that each state must have two representatives. But for the house of representatives, if the their ratio of population and representation is one person then the number of senators would be higher than the house of representatives.

A

Why does the US House have to be redistricted?

A

The United States Constitution requires congressional seats to be reapportioned among the states after each decennial census. Because the Supreme Court in the 1960s interpreted the Constitution to require that each US House district have equal numbers of people, any state with more than one district must adjust its district lines. The average district is home to about 700,000 people.

To keep an accurate count of the number of representatives given to each state.
