AC1.1 Governmental law making Flashcards
Step 1: Green paper
An initial report available to the public. provokes discussions around the topic
Step 2: white paper
The draft version of the bill they intend to put before Parliament. Sets out the detailed plans for legislation.
Step 3: The Bill
the bill is introduced into the house of commons
Step 4: First reading
Formally where the bill is read in the chamber
Step 5: second reading
A debate about the proposed and key areas of the bill. Discussion of concerns and a vote takes place.
Step 6: committee stage
Line by line scrutiny of bill and report. Where more examination and a vote on any amendments take place. If there is not enough votes then the bill will not progress any further.
Step 7: third reading
known as the tidying up stage, the final amendments are made, and they vote to pass or reject the bill. If the vote passes the bill it goes to the House of Lords.
Step 8: ping pong
Amendments can be made at this stage. This bill will go back and forth between the two
Step 9: Royal assent
The monarch gives their approval
