what is first reading
the name of the bill and it’s aims are read
what is the second reading
the purpose of the bill is explained and questions are answered, followed by a vote on whether the bill should be passed to next stage
what is the committee stage
a smaller group of mps or lords look at the bill in detail and can make amendments
what is the report stage
changes made during the committee stage are reported to everyone and a vote happens
third reading
an overall consideration of the bill is made and final votes are taken
how does the committee stage differ in the house of lords to the house of commons
lords go through the bill in detail but everyone works together rather than just a smaller group
what is the lords stage
after the third reading the bill goes to the house of lords where it goes through the same stages as the commons
what happens to a bill if the lords make changes to it
it returns to the commons for approval and amendments can be made
what happens if there is disagreement happens between lords and commons
