parliament consists of:
HoC (MP’s voted from their constituency)
HoL (appointed or hereditary peers)
monarch
green paper
bill before parliament, draft bill, purpose is to put ideas forward to receive feedback
white paper
revised & improved version and documented setting out their detailed plans for legislation
government processes to pass a bill
1stR, 2ndR, committee, report , 3rdR, royal assent
first reading
-the government first introduces the bill and receives the first reading of it,
-formal announcement of the bill
-followed by a vote to progress to next stage
second reading
principles are considered & debated by the HoC, vote is taken to progress
report stage
standing committee reports back on any amendments they wish to make to the bill
third reading
-a review of the whole bill
-often a formality and final chance for HoC to debate.
-Vote
-processes are repeated in the other
house
royal assent
once the bill has been passed through both houses it is given to the monarch (usually someone on behalf) to sign, bringing the bill into law.
