RAD is an attachment disorder, in which the child does not show any emotion towards anyone around them. They are unable to create any emotional bonds no matter how much love their adoptive parents could give them.

This conclusion is based on the events that occurred in Romania where a lot of kids were put in child homes and it got to the point where other countries wanted to help and adopt the kids. Still, the kids were so emotionally detached that they would become angry, in which they would be sent back. This event also led to the result of knowing that by a specific time of age if you do not receive the bond when you were a kid you might develop this disorder.
