FINDINGS:
- best experts only did slightly better than chance at predicting outcomes
- experts were good at rationalizing their failures
- no one ever successfully explained their predictions in analogous ways
why does it matter who is to blame for inefficiency?
If a firm chooses an inefficient technology, the firm loses money and that is a feedback mechanism which
will help correct the firm’s behavior
If the EPA chooses an inefficient technology, the firm loses money but the EPA does not lose any money
Regulators are faced with a difficult job. But if they make a mistake, there may not be much of an incentive to encourage them to correct it
