an atom has no charge because it has the same number of protons and electrons
what happeans to a polythene rod if your rub it with a cloth?
the electrons are transferred from the cloth to the rod, the rod gains an overall negative charge. the cloth loses electrons and gains an overall positive charge it does not have enough electrons to neutralise the change.
