Who shall be responsible for:
- Establishing and enforcing training requirements for TFD personnel who participate in live fire training exercises.

- Assuring the exercise is conducted in compliance with all rules, regulations and policies regarding live fire training exercises
- Ensuring the burn ban is not in effect on the day of the exercise
- Acquiring and returning equipment necessary to conduct the exercise
- Reporting any equipment damage and steps taken to arrange repair
- Notifying residents within a two block radius of the practice burn at least 48 hours prior to the anticipated burn date
- Ensuring adequate water availability for fire suppression
- Completing and initialing the Building Preparation Checklist
- Determining vehicle staging locations
- Conducting a timely post-training exercise critique
- Ensuring all required paperwork is forwarded to the Training and Safety Division following the live fire training exercise
- Protecting, guarding or moving all possible exposures to prevent damage
The Incident Commander or his/her designee
Who shall be responsible for:
- Inspecting the exercise site prior to the exercise
- Ensuring all safety rules, regulations and policies are followed
The Safety Division Battalion Chief or his/her designee
Who shall be an individual certified under the TFD Incident Safety Officer or the United States Fire Administration ISO Program who is responsible for:
- Preventing unsafe acts
- Eliminating unsafe conditions
- Ensuring the protective clothing and SCBA worn by exercise participants is properly worn and in serviceable condition
The Safety Officer
Who shall be responsible for:
- Controlling the ignition of the materials being burned
- Having a charged hose line on hand when igniting any fire
The Ignition Control Officer
Who shall be responsible for standing by at an incident in a state of readiness to initiate action to find or rescue lost/trapped firefighter(s).
Rapid Intervention Team(s)
Who shall be responsible for:
- Preparing for the training exercise in accordance with the guidance in the Building Owner letter
- Signing and returning the Live Fire Training Release form prior to the scheduled training exercise
- Cleaning up the exercise area as stipulated in the signed release
The building owner
Written plan(s) contained in the burn plan for each fire attack that designate the objective of the given attack, calculation of fire loading, hand line placement for each type used and safety considerations.
Attack plan.
The sudden explosive ignition of fire gases when oxygen is introduced into a superheated space previously deprived of oxygen.
Backdraft.
The overall plan that contains all attack plans, water sources, calculation of fire load, emergency escape plan(s), designated ingress/egress routes, exposures to be considered/protected and all safety considerations.
Burn plan.
A liquid having a closed cup flash point at or above 100 degrees Fahrenheit (38 degrees centigrade). Combustible liquids shall be subdivided as follows:
- Class II. Liquids having a closed cup flash point at or above___ degrees Fahrenheit (__degrees centigrade) and below___ degrees Fahrenheit (__degrees centigrade)
- Class IIIA. Liquids having a closed cup flash point at or above ___ degrees Fahrenheit (__degrees centigrade) and below___ degrees Fahrenheit (__ degrees centigrade).
