Why did Northern victory seem more likely by December 1863?
Confederate forces had surrendered Gettysburg in a key battle, this transformed Northern morale and allowed for Lincoln to issue the emancipation.
Why did a war of attrition favour Union forces?
The North could use their strong transport links to resupply their soldiers, this was not possible in Confederate territory.

Northern morale was declining whilst Democratic support was rising and peace negotiations failed with the Confederacy.

Citizens would be offered a pardon if they pledged an oath to the US (excluding government r officials)
When the number of people pledging the oath in any state reached 10% the state would be readmitted.
