Q

How does intel add value?

A

Through the provision of INSIGHT and FORESIGHT

Insight - understanding beyond that which is immediately observable. Looks at teh drivers behind behaviour, events, demand, culture, history, demographics, economics, language, perceptions, geography, environmental factors and lived experiences.

Foresight - predictive analysis of what we can extent in the future, including probably, possible and worse case futures. IDs opportunity and threats

Q

What is an insight report?

A

It provides a combined view focused on an agreed issue, risk, problem or opportunity.

By drawing info from the 6 strands or info sources thus creating a concise and clear understanding of the area of focus

The CCI report provides INSIGHT and ANALYSIS on the FOCUS AREA, outlines KEY dependances, trade offs and evidence based approaches, practices and strategies that will positively impact the operating environment

The TASKING and COORDINATION group turn the insight report into a prioritised, targeted and operational activity

Q

4I model. Covers demand environment , intelligence and decision makers bubbles . What’s are the 4i that compliment this model

A

Impact Influence Interpret Intent

20
Q

The 4i model supports decision makers intent by influencing decisions with a view to ultimately having an impact on what environment

A

Demand

21
Q

The NZ police deployment model.

Guiding the operational and resource deployment decisions making is achieved through what (clue cci)

A

Critical command information

22
Q

Critical command information can be gather from multiple sources name 6

A
Our Business
Intelligence
Performance
Evidence based policing
Resources
Demand

CCI can then be turned into an INSIGHT REPORT which is given to Tasking and Coordination who make a decision on its URGENCY and RELEVANCE to existing and strategic priorities.

Tasking and coordination turn CCI into a PRIORITISED, TARGETED and ope-rationalised activity

23
Q

Tasking and coordination turns CCI into prioritised targeting of operational activity .Insight reports are created by combining what ? Why do we need this information?

A

How. The combing of the 6 sources of CCI

 - Our Business
 - Intel
 - Performance
 - Evidenced Based Policing
 - Resources
 - Demand

Why. Reports are provided to Decision makers discuss urgency and action to take considering other priorities.

24
Q

Insight reports case study

A
Information to inform ( serious crash)
Strategic intent ( our Business
Performance data on rids
Intelligence ( analysis on crash
Demand ( crash volumes
Resources ( troops available
Evidence based pol( what works)Tasking/ coordination
25
Q

Draw the critical command information decision- maker advantage model (Clue 6 bubbles)

A

Prevention First (prevent)
Resources (prevent)
Evidence Based (proficient)
Demand (information)
Intel Enabled (Predict)
Performance (awareness)
26
Q

What must a intelligence product be based on

A

Clear direction and priorities from decision makers ( usually set in tasking and coordination meeting)

27
Q

The hub and spoke model. If the Nic is the hub what are the spokes

A

District and specialist units Spokes provide intel to inform Tactical Operational Strategic. Decision makers

28
Q

The Nic role is to do what

A

Provide centralised, strategicc coordination, support and direction for intel functions

29
Q

Intelligence products are tailor for which three intelligence groups

A

Tactical. Tactical Operational space/ projects Operational. Investigation& operations
Strategic. Future demand strategy and planning

30
Q

What is the definition of tasking and coordination It is the process by which CCI is turned into ….,

A

Prioritised operational activity

31

38
Q

Deployment -

Prevention First is our OPERATING MODEL.

Who / What are the components of deployment?

A

Tasking and coordination is how Police turn critical command info (from Our Business, demand, Intel, resource, demand, evi based policing) and turn it into prioritised operational activity. The four steps are in the flow chart

  • Critical command information (demand, resources, intel, performance, evi based policing, to inform T&C
  • Tasking and coordination (decides activities, assigns accountability, allocates resources)
  • Workforce management (delivers capability, and capacity
  • Operational Delivery (implementation of tactics)
39
Q

Six drivers of demand

A
Alcohol
Youth
Families
Roads
Organised crime
Mental health
40
Q

Community stakeholders include

A

Government agencies
Local councils
Community groups Individuals with interests

41
Q

Engaging with communities can be achieved how

A

Liaise
Engage
Seek out

42
Q

Prevention first deployment model

Purpose of the model is to deploy resources using a national approach.

What are our DEPLOYMENT PRINCIPALS?

A

Well informed and well directed TASKINGS

Better understanding of our DEMAND and our CAPABILITY.

Clear focus on achieving GOALS

43
Q

What are the 4 Ps

A

People
Product
Partnership
Process

44
Q

What is TASKING and COORDINATION’S role within Intel regarding an Insights Report?

A

T&C group discuss the URGENCY and RELEVANCE of tasks against existing and strategic priorities.

They are forward thinking and proactive, with an emphasis on longer term outcomes and solutions

45
Q

Delivery of an intel product must be based on clear direction and priorities, who sets these and where are they set?

A

The decision makers set the direction and priorities and they are usually set in a Tasking and Coordination meeting

46
Q

Tasking and Coordination (T&C) is the process by which Police operationalise the principles of Prevention First including the new Deployment Model.

What does this DEPLOYMENT model focus on?

A

Focuses on vulnerable people – particularly repeat victims
