7 Intel & Tasking & Coordination Flashcards
What is the purpose of intel?
TARIF
TARIF to enhance TOS decision making
To provide timely, accurate, relevant, insight & foresight to enhance the organisations TACTICAL, OPERATIONAL and STRATEGIC decision making
Why is intels role so critical?
Intel influences how decision makers conceptualise problems and by identifying actons that will help achieve goals of safe home, safe roads and safe communities
There are 4 components of intel, what are they? 4xP
People

Partnership
How does intel add value?
Through the provision of INSIGHT and FORESIGHT
Insight - understanding beyond that which is immediately observable. Looks at teh drivers behind behaviour, events, demand, culture, history, demographics, economics, language, perceptions, geography, environmental factors and lived experiences.
Foresight - predictive analysis of what we can extent in the future, including probably, possible and worse case futures. IDs opportunity and threats
How much of crime is reported?
25% - rendering a large amount of crime and victimisation hidden.
Insight and foresight provide the depth of understanding required to find innovation and sustainable solution to the challengers in our community.
Intel is guided by 7 principals
- TIMELY - delivered in sufficient time to inform planning and decisions
- Objective - without bias, fear or favour
- Accessible - presented in digestible format to ppl that need it where they need it
- Complete - drawn from the widest possible base of info and continuously reviewed.
- Dynamic - responsive to ppls needs, flexible to change, agile and adaptive
- Predictive - IDs future opportunities and threats with a clear focus on supporting prevention activity
What are the stages of the intel cycle?
- Direction (intent)
- Collection
- Evaluation - is it reliable and credible
- Collation
- Analysis - converting raw data into an intel product
- Dissemination - communication and distribution
- Review (impact)
What are the 4i model?

What are the 6 stands of CCI (critical command info)?
Key information sources
- Our Business
- Intel
- Performance
- Evidence Based Policing
- Resourcing
- Demand
These are key information strands / sources
What is an insight report?
It provides a combined view focused on an agreed issue, risk, problem or opportunity.
By drawing info from the 6 strands or info sources thus creating a concise and clear understanding of the area of focus
The CCI report provides INSIGHT and ANALYSIS on the FOCUS AREA, outlines KEY dependances, trade offs and evidence based approaches, practices and strategies that will positively impact the operating environment
The TASKING and COORDINATION group turn the insight report into a prioritised, targeted and operational activity
Principles guiding intelligence The intelligence function is guided by what 7 principles
TARIF to enhance TOS
To provide TARIF to enhance TOS decision making

Decision making
What is intelligence. The term intelligence has for distinctive components what are these (clue 4 Ps)
1 people ( undertaken by trained people ) 2 Process ( involves collection, evaluation and analysis) 3 Product ( delivered as conclusions) 4 Partnerships (good intel requires collaboration with all parties which gets wide range of info )
Intel has a critical role to play by identifying actions which will achieve our goal of ( clue sh, sr, sc)
Safe homes Safe roadsSafe communities
Adding value What is insight
Insight refers to understanding beyond what is immediately observable it looks at behaviours, demand, culture, economics, history, language, perceptions, lived experience
Adding value What is foresight
Foresight refers to predictive analysis, what we can expect to see in the future
Probable, possible and worst case
In terms of reporting crime what. Is the estimated amount reported
25%
The intelligence function is guided by SEVEN principles what are they?
Timely ( delivered timely
Objective
Accessible
Actionable ( provides advantage to plans/ decisions
Complete
Dynamic( agile and adaptive
Predictive (IDs future opportunity and threats )
The intelligence follows a traditional cycle. What are the 7 stages of this cycle (Clue Starts with Direction from a decision maker)
Direction (decision maker ) Collection Evaluation Collation Analysis Dissemination Review
4I model. Covers demand environment , intelligence and decision makers bubbles . What’s are the 4i that compliment this model
Impact Influence Interpret Intent
The 4i model supports decision makers intent by influencing decisions with a view to ultimately having an impact on what environment
Demand
The NZ police deployment model.
Guiding the operational and resource deployment decisions making is achieved through what (clue cci)
Critical command information
Critical command information can be gather from multiple sources name 6
Our Business Intelligence Performance Evidence based policing Resources Demand
CCI can then be turned into an INSIGHT REPORT which is given to Tasking and Coordination who make a decision on its URGENCY and RELEVANCE to existing and strategic priorities.
Tasking and coordination turn CCI into a PRIORITISED, TARGETED and ope-rationalised activity
Tasking and coordination turns CCI into prioritised targeting of operational activity .Insight reports are created by combining what ? Why do we need this information?
How. The combing of the 6 sources of CCI
- Our Business - Intel - Performance - Evidenced Based Policing - Resources - Demand
Why. Reports are provided to Decision makers discuss urgency and action to take considering other priorities.

What must a intelligence product be based on
Clear direction and priorities from decision makers ( usually set in tasking and coordination meeting)
The hub and spoke model. If the Nic is the hub what are the spokes
District and specialist units Spokes provide intel to inform Tactical Operational Strategic. Decision makers
The Nic role is to do what
Provide centralised, strategicc coordination, support and direction for intel functions
Intelligence products are tailor for which three intelligence groups
Tactical. Tactical Operational space/ projects Operational. Investigation& operations
Strategic. Future demand strategy and planning
What is the definition of tasking and coordination It is the process by which CCI is turned into ….,
Prioritised operational activity

Deployment -
Prevention First is our OPERATING MODEL.
Who / What are the components of deployment?
Tasking and coordination is how Police turn critical command info (from Our Business, demand, Intel, resource, demand, evi based policing) and turn it into prioritised operational activity. The four steps are in the flow chart
- Critical command information (demand, resources, intel, performance, evi based policing, to inform T&C
- Tasking and coordination (decides activities, assigns accountability, allocates resources)
- Workforce management (delivers capability, and capacity
- Operational Delivery (implementation of tactics)
Six drivers of demand
Alcohol Youth Families Roads Organised crime Mental health
Community stakeholders include
Government agencies
Local councils
Community groups Individuals with interests
Engaging with communities can be achieved how
Liaise
Engage
Seek out
Prevention first deployment model
Purpose of the model is to deploy resources using a national approach.
What are our DEPLOYMENT PRINCIPALS?
Well informed and well directed TASKINGS
Better understanding of our DEMAND and our CAPABILITY.
Clear focus on achieving GOALS
What are the 4 Ps

Partnership
Process
What is TASKING and COORDINATION’S role within Intel regarding an Insights Report?
T&C group discuss the URGENCY and RELEVANCE of tasks against existing and strategic priorities.
They are forward thinking and proactive, with an emphasis on longer term outcomes and solutions
Delivery of an intel product must be based on clear direction and priorities, who sets these and where are they set?
The decision makers set the direction and priorities and they are usually set in a Tasking and Coordination meeting
Tasking and Coordination (T&C) is the process by which Police operationalise the principles of Prevention First including the new Deployment Model.
What does this DEPLOYMENT model focus on?
Focuses on vulnerable people – particularly repeat victims
