A
A rule or command the president gives out that has the same power as a law. This helps the residents act quickly when necessary.

- A Pardon: forgive a punishment for a crime
- A reprieve: to delay punishment until a higher court agrees to hear the case
- Grant amnesty: pardons to a large group of people
