The primary function of a FLO is that of an investigator, not a support person. However, in performing the role, the FLO must also offer, facilitate and co-ordinate support that addresses the needs of the family.

The OC Investigation is responsible. It would be incorrect for the OC Suspects to make an unilateral decision to attribute an individual with the status of a ‘suspect’ where time and consultation was available for the OC Investigation to make that determination.

The first priority will always to be the safety of the attending Police, the safety of other responders, and that of others present at the scene – this may include other injured people or a hidden offender.
