During a bomb incident, hat is an entry search and who should conduct it?

A

An entry search is the accessing of any closed space. This includes opening closed containers, locked closets, cabinets, desk drawers, lockers, vehicle doors, glove boxes, hoods, trunks, and commercial carrier luggage compartments. Instructors and search team members shall not conduct entry searches. Contact the CHP Hazardous Device Detail (HDD) or local Explosive Ordinance Disposal (EOD) unit to conduct an entry search. You receive a bomb threat involving an overpass on a freeway. A Cal Trans supervisor arrives on scene and offers to have his engineer search the overpass since his employees are more familiar with the structure. How do you proceed?

A

(1) Commanders are responsible for coordinating visual searches for
explosive devices on state highways and state-owned, highway-related
structures. Upon receipt of information that an explosive device may exist, the
commander or alternate shall initiate a visual search by trained CHP personnel.
(2) A visual search of a state highway or highway-related structure is in
accordance with the formal agreement between the Department and the
California Department of Transportation (Caltrans). (Refer to Annex C of
General Order 100.43, Joint Operational Policy Statements, California
Department of Transportation and California Highway Patrol.)
(3) The commander or alternate should establish necessary traffic control to
protect motorists in case the explosive device detonates.
(4) The commander or alternate should immediately notify Caltrans of any
actual or suspected incident involving an explosive device upon a state
highway or highway-related structure.
(5) Any traffic control initiated due to a suspected explosive device shall
continue until the device is declared safe by the commander/alternate, or EOD
personnel.

Who can order a tactical alert?

A

b. Policy. Tactical Alerts are not designed to be used for normal day-to-day
assistance calls between Areas and Divisions. Rather, TAs should only be ordered
for events that span or are expected to span beyond the resource capabilities of the
affected Division or Area.
(1) Executive Management may initiate a TA for any event at any command
level.
(2) Division commanders, or designee, shall have the authority to order a TA
as follows:
(a) Division commanders may place any command within his/her Division
on a TA for any event.
(b) Requests for a neighboring Division to be placed on a TA shall be
made through the Office of Assistant Commissioner, Field (ACF). If ACF
is unavailable, contact the Emergency Notification and Tactical Alert
Center (ENTAC). ENTAC will make contact with one of the Assistant
Commissioners, and forward the request.
(3) Area commanders, uniformed managers, and uniform on-duty supervisors,
including Officers-In-Charge (with commanders approval), can place
neighboring Areas on a TA when the following conditions are met:
(a) There is an actual or potential threat to public safety.

(b) Based on the sound professional judgment of the commander or
supervisor, the scope of the event has or will span beyond the resource
capabilities of the Area.
(c) When the Division Commander, or their alternate, has been notified.
