Q

The principles of community outreach are listed on the back to reaffirm the philosophy, management style, and organizational design.

A
  1. Responsibility. assess who is responsible for public safety and define the roles and relationships between law enforcement and the community to require shared ownership, decision making, and accountability
  2. Public Support. Strengthen and empower community based efforts by law enforcement agencies . Getting the community involved and participating in CHP traffic safety efforts inherently builds support of departmental programs and efforts.
  3. Communication. Increase understanding and trust between CHP and community members. by initiating partnerships directed toward traffic safety, the Department can expand it’s network of community leaders and provide them with a heightened sense of awareness about law enforcement. this is primarily accomplished through the opening of doors and the sharing of non confidential information so the public is provided a better understanding of law enforcement.
  4. Problem Solving. Shift the focus of traffic safety from responding to individual incidents to addressing problems identified by both the community and the Department, by emphasizing the use of pro-active problem solving approach to supplement traditional law enforcement procedures. Problem solving and prevention is the process used by the partnership or single entity to identify and address issues that negatively impact the quality of life of the community.
