Once the objectives tree has been created
it provides a set of overall potential objectives for the intervention.
However, you cannot solve all of the problems.
If you try to address all of the objectives identified,
it is likely to be a very lengthy and expensive intervention.
You will therefore need to focus on one or a few specific areas in the objectives tree.
This analytical stage is in some respects the most difficult and challenging,
as it involves synthesizing a significant amount of information
and then making a complex judgement about the best implementation options to pursue.

the demands of the population,
practical constraints such as likely resource availability
