The court may order it if

Publicity is required by the accused so that witnesses will come forward and the conduct of the defence is likely to be seriously prejudice if the direction is not given

If the anonymity imposed a substantial and unreasonable restricting in the reporting of the proceeding and it is in the public interest to relax the restriction
