Traditional is a larger upfront cost (CapEx) to set up and maintain IT infrastructure, such as: Hardware and Physical Space, hoping its just enough in order not to over or under purchase. Opex here would be utility bills and salaries for security staff.
Cloud is less CapEx and more Opex. (operational exp.) as you usually will pay for what you need as you need it.

Small org: Usually one person or team responsible for managing all aspects of a cloud infra and associated finance. From budget to procurement and tracking optimisation
Larger org: More ppl involved across multiple functions (IT, finance, business)
Cloud enables a lot more accessibility to resources. If permissions aren’t tightened, what’s an example of what is at risk?
Given the right permissions, any employee can spend up resources in seconds. this accessibility leads to overspending, unintentionally.
Example - an engineer spins up a VM and forgets to shut it down
Or making a minor change to an app that leads to large data storage costs due to code bugs
What is a good process for an organisation to monitor cloud spend?
The tech team to monitor this on a daily or weekly basis.
Finance to look at results (weekly, monthly) and charge costs to relevant teams
