What is referral of powers?
Under the constitution, state governments can grant the commonwealth gov with their residual powers, however they cannot take them back
What is a vertical fiscal balance and how did it occur?
A difference in revenue between state and commonwealth gov, happened because states granted commonwealth with income tax under the uniform tax agreement act 1942
