Used a blend of threats, flattery and boasting. Won a vote of 306 to 116 to grant himself Emergency Powers for a Year.

- Created in December 1922
- Approve government policies
- 22 members chosen by Mussolini and met once a month
- Meant all policies were Fascist ideas
How did the merging of the Squads and Militia help Mussolini?
1923 the squads were formed into a new Voluntary Fascist Militia for National Security who took an oath to Mussolini and not the King.

How did the Acerbo Law of 1923 help Mussolini?
Divided country into 15 large constituencies, any party gaining 25% of votes or more were granted two thirds of seats in Chamber of Deputies. Retained PR and so Fascists passed comfortably, gained more seats and the King and Parliament supported him.
How did Merging the Fascist and Nationalist (ANI) parties help Mussolini?
Helped ensure Fascist victory and meant there were no other right wing parties.

How did the Elections of April 1924 help Mussolini?
Used intimidation and violence, rigging and corruption, Militia were present and voting booths. One socialist candidate was killed during the campaign.
This meant Mussolini gained 66% vote and now had more control over the police and media.
How did the Matteotti Murder help Mussolini?
He was a Socialist leader, accused the rigged elections but said in his speech he was ready to die. July 1924 he was no murdered by the Cheka but Mussolini didn’t admit to any involvement. After a 6 month crisis of people accusing him Mussolini announced he will create a dictatorship
