Two RCS loops operable means
each operable loop has 2 RCPs providing forced flow to Operable steam generators. SG water level is ensured to be in the operable range by RPS in Modes 1 & 2.

How long can an RCP be de-energized and still meet 3.4.5?
= 1 hour per 8 hour period provided No ops that would decrease Boron concentration and core outlet is kept at a minimum 10F below saturation temp.

2 loops consisting of RCS and SDC trains shall be operable and at least one loop/train shall be operating.
When can you start an RCP for 3.4.6?
only if RCS cold leg temp is = LTOP enable temp unless the secondary side water temp in each S/G is <100F above each RCS cold leg temps.
How many RCPs can you operate with Tc = 200F?
no more than 2.
How many RCPs can you operate with Tc >200=500F?
no more than 3
