if costs are higher and profits are lower theres no incentive => may not succeed if neoliberal beliefs prevents governments from intervening strategically into markets
neoliberal
philosophy of managing economies and societies which takes the view that government interference should be kept to a minimum; problems are best left for market forces to solve
