3 steps in how a straggler message will be handled?
(1) If it is a single address message and has only the destination routing indicator, it shall be released for re-file or delivery.
(2) When received, station shall be informed by service message and requested to protect the message
as a suspected duplicate. If the station which received the straggler is one of the addressees, it also shall be released for refile or delivery.
(3) Forward a routine precedence service message to the connected node citing format lines 2 and 15 of both messages involved. Include the time of receipt of the transmission.
