Supervisors’ Ongoing Obligation
Supervisors have a responsibility to inspect officer equipment and review department directives and training materials on the use of force.
De-escalation Techniques
To effectively de-escalate situations, officers should use advisements, warnings, verbal persuasion, speak calmly, show empathy, and attempt to develop rapport. However, clear, assertive, and professional commands may be necessary to control a situation.
OC Spray Usage
OC spray should be used upwind and relatively close to the subject whenever possible. In protest or demonstration situations, it may only be used when authorized by an Incident Commander (IC) in response to an imminent threat of harm.
Supervisor Responsibility for PIT (Pursuit Intervention Technique)
Supervisors should immediately acknowledge the officer’s intention over the radio and order discontinuation of the PIT when the necessity for apprehension is outweighed by the dangers of the PIT.
Reporting Traffic Incidents
Any contact causing damage or a collision between a department vehicle and another vehicle should be reported as a traffic incident on a Vehicle Incident Report.
UOF (Use of Force) with Projectile Weapons
When time permits, two officers should be present for the deployment of a projectile weapon. In exigent circumstances, a single officer can deploy and use a projectile weapon while applying sound tactics and maintaining readiness to transition.
Use of Projectile Weapons against Persons Holding a Firearm
Projectile weapons may be used against persons holding a firearm if it can be utilized to de-escalate and intervene in a potential deadly force situation. At least two officers should be present, with one officer acting as lethal coverage, and officers should consider available cover/concealment.
Limitations of Firing LL Shotgun through Barriers
Officers should not fire the LL (Less-Lethal) shotgun through barriers like glass or chain-link fences because the bag could tear, and pellets may be released.
Rifle Deployment Criteria
An officer may deploy a rifle based on factors such as the potential for deadly force or if the subject is armed with a deadly weapon, considerations of distance and use of cover, if the suspect is barricaded, or if the deployment has been pre-approved
ECD (Electronic Control Device) Guidelines
ECD has various modes such as Spark Display, Touch Stun, and Probe Mode. It should not be used on a handcuffed person, a subject who has come in contact with flammable liquids or substances, a fleeing subject without other known factors, or persons with a known heart condition.
