301.1 Explain the development of a concept of support to support an OPLAN

NWP 5.01 Annex L-2 14. Concept of Support. The concept of support summarizes, (as with CONOPS) the overall operation, from the logistics readiness center point of view. It provides the broad concept of support for logistics, personnel, and health system support. The Concept of Support makes up the “Logistics” section of the “Administrative and Logistics” paragraph of an order/plan. Details are provided in the appropriate Annexes. (Annex D).

NTTP 5-01.4 5.0 The Concept of Logistics Support (COLS) describes how the CONOPS will be logistically supported. The final and approved COLS format utilizes the standard five paragraph order format and gives subordinates the essential information needed to carry out their assigned tasks. It sets forth the Situation, Mission, plan and method of Execution, Administration and Logistics, and Command and Signal information.

JP 4-0 IV.2 g. The joint logistics concept of support specifies how capabilities will be delivered over, identifies who is responsible for delivering a capability, and defines the critical logistical tasks necessary to achieve objectives. The COLS encompasses joint capabilities to include multinational, HN, interagency, IGOs, NGOs, DOD contract support personnel, plus Active Component and Reserve Component forces.

301.2 Explain the “Maus Doctrine” of being in front of the war fighter and coming up with options

A

OUT THINK THE REQUIREMENT – Get ahead of the war fighter’s needs. Understand the proposed force structure and CONOPS and as soon as force structure is initially developed calculate logistics requirements (how much fuel, food, bombs will be needed for X number of CSGs) (where are my depots, parts, services coming from?). Look for connectors and infrastructure needs. Know the details of the demand and sources of supply. There will always be a need for Class III, V and other classes of supply as well as logistics services.

UNDERSTAND THE FUNCTIONS/CAPABILITIES of each part of the supply chain/Joint Logistics Enterprise. What does DLA do for me? NAVSUP? TRANSCOM? The TYCOMs? The other SYSCOMS?

UNDERSTAND THE THREAT/ENVIROMENT – Ask what ifs: What if I lose connectors, depots, infrastructure. Wargame/Rehearsal of Concept (ROC) drill support for each class of supply and service. Look for worst cases.
